The Country With the Most Violence Against Civilians Isn’t Where You Think

When people think about violence against civilians, they often picture war-torn regions in the Middle East, parts of Africa, or areas of Latin America. These regions dominate global headlines, shaping the perception of where civilians face the greatest danger. But the reality is more complicated—and far more surprising.

Recent data shows that the country with the highest levels of violence against civilians isn’t located in any of those regions. By analyzing international conflict data and incident reports, a different picture begins to emerge—one that challenges common assumptions about where civilians are most at risk today.

To identify the countries with the most violence against civilians, researchers analyzed data from ACLED, focusing on incidents per 100,000 residents between March 1, 2024, and March 19, 2025. ACLED defines these events as acts of violence carried out by organized groups against unarmed non-combatants. The findings reveal just how misleading global perceptions of violence can be—and why the real story deserves a closer look.
